Hydrochloric acid, sulfuric acid and toluene be labeled as Precursor Chemical
Recently, the Ministry of Commerce issued the 2006 decree No.7, promulgate “the import and export administrative provisions for precursor chemicals”, which will come into effect on October 21st, 2006.
According to “the import and export administrative provisions for precursor chemicals” promulgated by the Ministry of Commerce, In addition to ephedrine is focused surveiled precursor chemical, hydrochloric acid, sulfuric acid, acetone, toluene and potassium permanganate are labeled as the third category of precursor chemicals. Ether, chloroform, acetic anhydride are listed as second category of precursor chemicals. According to “the import and export administrative provisions for precursor chemicals”, permits are required when importing or exporting precursor chemicals. Detailed provisions on importing and exporting precursor chemicals are listed in “the provisions”. It covers Foreign exchanges, the processing trade, transit, transshipment and bonded areas, export processing zones, and others which involved precursor chemicals, mixtures found precursor chemicals or chemical samples.
